more speed cameras on the M4?

I've heard from a reputable source that the electronic information signs that have recently been put up on the sides of the M4 in Wales have a speed camera incorporated in them and they'll go live in June. Apparently one camera logs you reg plate as you pass it and a second camera, a mile or so down the road, works out the average speed between the 2 points.
dunno if its a load of cobblers or not......
