Refilling AFFF fire extinguisher

Guessing this forum is most relevant

I bought a handheld 2l extinguisher from Rally Design a while ago, but unfortunately used it to put out a kitchen fire before it ever made it to the car!

Is there anything special about such extinguishers, or will any "fire protection" type company in the Yellow Pages be able to refill one? What sort of cost would I be looking at?
