HELP! CHIM NOT REACHING TEMP
Discussion
If the fans are coming in then the otter switch thinks it's up to temperature. With the stat and otter switch both behaving consistently, the ugly finger of suspicion points to the gauge being wrong. Perhaps you've disturbed the sender / wiring while you were working.

Its probably the usual problem of the sender getting cooled down by airflow. My 450 sits at 70 while moving, and for a good while after I stop . Fans cut in and out at the right temp. Eventually after a few mins of sitting in traffic the needle will rise to 90 then gently fall as fans come in, then rise as they cut out.
