Young Drink Drivers Worry Police

So what's the cause,
is it that there too few Police on the roads now, meaning young people believe they can get away with it?
Is it a lack of some kind of har hitting campaign to make people realise the true consequences?
Is it a general lack of respect for authority? (an 'i don't care' attitude)

Interested to hear what people's views are.
