Does anyone know how to trace a vehicle,- and its' keeper - from the number plate? I am wanting to buy a certain number plate that the DVLA tells me has already been registered to a vehicle. I would like to make the owner an offer for the plate - it means something to me but probably not to that person. The number would have been issued in 2000 as its a V prefix with the usual no. of letters and numbers so there is a good chance the vehicle is still around. I wondered if maybe the freedom of information act could be used??

It is the same as if you had been involved in a collision with a vehicle and you wanted to get Reg Keeper details, go into a main post office and get the form fill it in with your request and pay the appropriate fee send it off and they should return it. If not they may contact you and arrange for the enquiry to be dealt with under the FOI act as long as they satisfy no breach of Data Protection act.
