Well I started in the Asia region. Bought an MR-S (ie MR2 Roadster). I'm up to level 22 and haven't needed to modify a car yet. You just win cars and then use them.
Use the Porsche 914/6 to do the factory spec 914/6 race unmodified, then you can gain easy Porsche tuning discounts as that car requires less money to achieve higher car levels. You also win a GT3 Cup (996 I think) for that race

I think it will take a while before everyone figures out what the best car is in each class, last time it was the CRX in group D and C with a specific set of mods that was the best, but there seems to be a lot more flexibility this time around, I would think the Golf Mk2 is definitely a prime candidate though.
Keep an eye on the time leaderboards and over the next week or two I would imagine that you'll start to see one car dominating the lap times in each class, then note down what modifications have been done to it and you'll have your answer.

To see which cars are the fastest in D (or any class)
1. Go to http://forzamotorsport.net/scoreboards/Forza2/
2. Choose "Hot lap" - pick class d (or other class)then scroll through the tracks. The Lotus Elan appears to win in most places.
Now that doesn't tell you how they did it. To see their setup, on your 360 in Forza 2 (I haven't done this yet, I just cut and pasted it from the FM.net forums)
1. Go into the multiplayer section of the Forza 2 main menu and go to the leaderboards/scoreboards.
2. Select "Hot Lap".
3. Pick your class/type of track/track and look at the top times for each one.
4. Pick the car that wins the most, select the name of the person with the car you want and it will give you the option to download unless they blocked that option.

worth getting a pencil and calculator/notepad out
its totaly transformed it...about 4 secs per lap quicker over the stock settings

erm... Disagree, won the mid engined championship races with it and once you get used to its quirky lift off habit it is a stonkingly fast bit of kit. I liked it so much that I spent some money to make it even more mental.MkII Golf GTi with tuned 4wd VR6 running gear =

With full race lightening you can even enter it into the lightwight race series and where it is totally unbeatable.

I think the Forza2 devs have done a pretty good job of balancing the cars this time. I've seen a selection of very fast D class cars online with MKII Golfs, MR2s and MX5s seeming popular choices. I'm running a Corrado VR6 in class D because I love the V6 engine note :-)
I suspect that being fast in any D400 car also has a lot to do with setup. As suggested above you can nick the setups from the fast lap boards or there are a couple of good tuning threads running in FM.net at the moment:
