Golf GTi MKV - Xenon and cruise retro fit

I m thinking of a car without the above and wondering if these could fitted OEM or otherwise. The car has I think headlamp washers.

Fitting cruise is an easy job for someone with half a day and the appropriate laptop/software. Should cost less than £100.

Cant comment on Xenons though.
