Freelander Roof Rack / Bars - no Roof Rails fitted

I need to use a roofbox on my Freelander (2005, 5-door) but don't have the Land Rover roof rails (ie front-to-rear) fitted - though do have the bolts ready to fit these, under plastic covers on roof.
Do I have to buy a set of Land Rover rails first, then fit cross bars to these rails (then the roofbox!), or can I get a set of cross bars which will fasten directly to where the rails would fit (which would seem logical to me! - why fit rails, to then fit bars ?!?). A set of rails & bars from Land Rover is £250 (more than I could do with spending), but all I can find elsewhere (Halfords & Thule websites) seems to be bars which affix to existing rails.
Any suggestions ?
