TT Mileage check

Hi i was woundering if anybody can shed some light on the situation. I was just about to buy a TT roadster from a private buyer, completed the hpi and it showed the following milage discrepancy. The car was first registered 7/3/2000
VMC - DEALER 20/03/2001 15,000
VMC - KEEPER 07/03/2001 20,000
The first keeper shows 20,000 miles then it goes to an Audi dealer and they check and sumit a reading for 15.000 miles. Is this a mistake by the 3rd partys who input the data or has it been clocked? If it was clocked then surely they would remove more thab 5,000 miles?
All help and advice on these type of matters is greatly recieved.
