Can camera vans only operate with camera warning signs?
Discussion
Recently, I've seen a van parked up sneakily in the right hand carriageway at the very beginning of an urban dual section, immediately after a traffic island.
Bit of a long winded description; the road is two lanes, left lane straight ahead, right lane is turn right only. The right lanes finishes at the right turn, there is then a traffic island and pedestrian crossing, on this road, then the right hand lane starts again after the crossing in the approach to the next roundabout. The van parks immediately "after" the traffic island in the beginning of the new right hand lane approaching the roundabout (and in the carriageway).
There are no camera warning signs on the road or in the locality.
Can they do this? Park in the road, and with no camera warning signs?

They can do whatever they want now, they used to have signs so they could keep their ill gotten gains.
Two questions to ask yourself:
A) If you ran a business that relied on revenue, why would you potentially reduce that revenue by warning people what you are doing?
B) If you ran a business that was there to reduce casualties, would you put warning signs up that helped that cause?
Now, which line of business do you think that camera van was in??

Definitely B. My wife got done and now has to go to Police naughty school or get 3 points so they can't possibly be for revenue raising can they? Two questions to ask yourself:

They use that method so they can extract money from people at very low thresholds above the limits, just increases their profit margins of course.
