I've read with considerable interest the massive thread on the non-signing of NIPs and especially the comments by Eliminator (careful not to use phrase "advice" here )

OK here are the salient facts:

1. NIP issued by City of London Police
2. Gatso photo (B/W) x3 - nice resolution
3. 4* mph in a 30 mph between 8-10 a.m (being careful not to give too much detail just in case goons are reading this!)
4. NIP addressed to two people (at the one address) as the V5 carries two names - one being owner and other keeper altho' neither is specified as such.


Q.1 I presume it's Part 2 ("not the driver" etc.)of the NIP I complete but do i simply not sign and date that section?

Q.2 Does the fact that the vehicle is registered in two names and the NIP reflects this help/hinder/complicate things? (I really don't want to involve party 2 in all this)

Q3. City of London cops have a fearsome reputation and may resist use of this loophole rather more vigourously than other forces. I had the top down on the car so my somewhat follically challanged bonce is a bit obvious and were driver 2 and I to be put in an ID parade I reckon Stevie Wonder could pick me out
I have heard CoL cops are testing seriously clever software in the fight against t*rr*rism - enhance rearview mirror image for instance

If you have a mole at 1'oclock on top of your bonce then they may have a positive id depending on camera angle. Could also be a spec of dirt on the lense. I think you could make it very difficult for them.

Boosted - actually it's the old lug 'oles that would send me down I'm afraid Remember Mr. Rumbold in "Are you being Served?"

When i was much younger and insecure I actually did but I've become v. attached to both of them now

Back to topic: it sems that "the word is out" on this loophole and the magistrates courts are in serious danger of getting bunged up. It'll come to a head sometime in the next 6 months according to my govt. mole.
It's resources like this forum that are going to be the only real challenge the authorities in future years and they know it hence legislation to snoop and inspect ISP records etc.
Having just attended a special briefing on money laundering legislation coming on-line this June we are rapidly approaching a time when many of us will have a legal requirement to report even vague suspicions of ANY criminal activity to the government. If you don't you WILL be heavily fined and banged up - indeed it's already happened
I attend lots of boring briefings like this but this legislation is VERY different and will quickly affect our daily lives.
Any lawyers and accountants out there and those of you likely to handle cash transactions above €15k - life is going to be very different for you in a few months

is suspect that my 70 year old neighbour does not have the same degree of respect for big brother that we share. who do i report him to?

Excellent, it looks like we have a test case. What realy annoys me is that 'motoring' organisations like the RAC didn't see fit to create the test case.
