New scamera in Harlow

On a 40mph road, wide, straight. Good surface. Everyone does 50, used to be a 60. Well done Harlow for making everyone take another few seconds to get down the road, and nearly causing accidents as people pile on the brakes. This ain't safety, it's just a money spinner. Now where have we heard that one before? and no bad accident record either...

That article is about a month old, but at least it gives details on their locations. The one for the A414 sounds like it's on the run from the Moat House roundabout to the Clocktower roundabout.
New speed camera sites announced
THREE new speed cameras are to be installed on Harlow roads.
Two of the cameras will go in Southern Way near Ployters Road and Partridge Road and the other on the A414 north of the Southern Way round-about.
The Essex Safety Camera Partnership said the cameras among 22 new camera locations in the county were going on stretches of road with a serious accident history and speeding problems.
The new cameras will be yellow and located in areas with advisory signing.

Yup - seen the one on the 414 today and I was right, it is on the run from the Moat House to the Clocktower. Strange that it's there and not on the road from the Church Langley roundabout to the Mark Hall roundabout, as that road has had many more fatalaties on it. But then that road is NSL, whereas the road on which it actually is situated is, as you've pointed out, recently reduced to 40mph.
I also noticed that there aren't any markings on the road for this camera, so it might not be active yet (despite not being covered up). However, I'm not going to put it to the test...

It wasn't working when I tested it Friday evening - either that or it's set over 70mph.
