Always had me thinking when i watched programmes like Car Wars & Traffic Cops. You see the BiB with the little box of tricks in the car. But i always wondered just how much can they find out about the motorist infront of them there and then.

We can tell a lot without first referring to a system because of subject behaviour and answers to questions. That then necessitates interrogation of systems to confirm or negate the person concerned specific answers to the issues at hand.

I think he means that they can ask you for your full name, and if you say Mrs Ethel Chunder, but you are obviously a bloke, they will suss something and it would then be reasonable to call on further resources to make proper checks.

....And you can very easily start to catch people out by cross-checking their porkies so that their hastily-arranged false identity very rapidly falls apart.

If someone has a criminal record and is known to drive a certain car, that is owned by them, will it flash up on the computer even if they have no warrants out for them?

Hmm interesting...What about stuff like last MOT'd, or when you became insured and with what company etc. Or is just simple stuff like

MOT: Yes (Date)
Insurance: Yes (Company) (Date)
Tax: Yes (Date

etc etc

We can request a vehicle marker for a particular vehicle if there is current intelligence that a vehicle is used in a particular offence - e.g. supply of drugs. An officer has to have made a request to PNC and had it authorised, and there is normally a short weed date that means it is removed unless further intelligence is received.

Depends on the vehicle. We have a few Astras left that don't have data terminals. If the car does...

MOT: Yes and the date its valid to.

Insurance: Only if the insurance company is a part of the Motor Insurance Database scheme. Not all are. AFAIK Tesco still don't subscribe to the system, which makes a fair few. If they are a part, full details including policy number, address, use (i.e. Social, Domestic & Pleasure, business, etc...) and named drivers. We are not allowed to give insurance details to other people from this due to data protection, unless we have the policyholder's permission. There are also restrictions on accessing the database in the first place - investigating a moving traffic offence, RTC, etc...

Tax: No, unless its been SORN'd or been untaxed for a fair while, in which case DVLA add a marker to that effect.

Vehicle: Registered Keeper, address, VIN, engine no., date of registration, date of first registration, colour, engine capacity - pretty much most of what's on the V5. Also if its previously been involved in an accident and written off, or if its been written off but then re-registered.

Driver: License checks - number, name, address, DOB, classes

And we always have PNC available for person checks on top of the license checks.

Interesting... so it does not instantly flag up if it is, say one day out of tax?

Not on vehicle PNC, no. Seems to vary a bit how long it takes before the marker is on. Obviously we can have a look at your tax disc, and it is an offence to fail to display regardless of whether you have paid or not.

Normally we don't deal with any prosecution for tax offences ourselves. We complete a DVLA form CLE2/6 or CLE2/8 which is essentially a statement saying what we've seen and what you said to us, which goes to DVLA and they decide whether to prosecute or not. As an exception to that, we would normally add it to the summons file if reporting for other offences, and traffic units in my force are now being issued with £60 non-endorsable FPNs for tax offences.
