MSA approval for PH outings

The runs don't need MSA approval.
The 12 cars or less rule, which is part of the Motor Vehicles Competions & Trials Regulations 1969 (which in turn is part of the road traffic act) only governs competitive events. so as long as there isn't any competition you can have as many cars as you like and not have to gain authorisation from anybody.
As for public liability insurance, i'n no expert, but i understand this only becomes an issue if an event is seen to be a formally organised event ie: entry fee paid. Simple 'gatherings' which most PH events are would not be required to have PL as it would be covered by drivers own RTA insurance.
