Advice : Handheld radios on the move

Can anyone advise the legal position on the use of handheld walkie-talkie type radios whilst driving in the UK. The kinda thing I'm asking about are what are known as "leisure radios" such as the Motorola T5432.

Is the use of these kind of radios prohibited by the mobile phone legislation, or do they fall under the older governance where one could be committing an offence if the use impairs the ability to drive safely? Is there any difference legally between one of these and a Policeman's radio, or a CB radio?
