Completely to the contrary dear chap! He talks about the passion for Le Mans, the cars, the racing, talks about the british with their passion for cars and music. He shows a bloke without shirt and says that he is enjoying himself getting drunk, but at the same time deplores the fact that people piss and defecate aginst the walls. But overall he is complimentary about all that happens.

Yeah, he's trying to get across the passion, power and spectacle of the 24 heures, but the Brits are only interested in how big the speakers are.
