a number of years ago my driving licence was lost or stolen.never got around to applying for a replacement.recently i applied for a duplicate.this arrived this morning and i have an endorsement on it from 2004. it is a fixed penalty notice for driving through a red light in bedford.nothing unusual there apart from the fact that i have never been to bedford. so icall dvla, they in turn tell me to ring bedford magistrates as they issued the fixed penaly.they have no record so advise me to call dvla again. i do this and after a while it appears that not only has someone used my licence for this fixed penalty they have also applied for a provisional licence to drive a bus!
how somebody was able to do this astonishes me.i cannot help thinking that my licence has been used for other things too.a little light at the end of the tunnel though, dvla advised me that in order to apply for this bus licence the person would have had to send a photo in with their medical.
is there anything else i can do in the mean time.should i get in touch with the police?
i have changed addresses a few times .
if the above post does not make too much sense i apologise.been doing some diy and have been using some chemicals that have left me a little light headed.

Howdy, You need to report it to your local police station. I would report your initial licence as stolen as the person has used it, therefore stolen it, even if they found it on the floor(your need to find your previous issue number). The police should be able to find it when they do a licence check. I would ask for a document trail of address' for your licence as because points were placed on it, it must have been posted back to them. Then contact the DVLA / Magistrates court with the reference number and seek advice with regards to removing the points. You licence may have been used for the offences of Fraud / perverting course of justice etc as the person is offering a stolen licence as ID. Also use an online credit rating company to check if this person is using your licence as id/ ie idetity fraud. Once you've reported it, you shouldn't be liable for any credit offered on the basis of your licence etc. hope that helps.

But if I couldn't find my licence for a couple of days I'd aplly for a new one.

Don't you consider it and important document?

it is an important document but i have never needed to produce it or had any need to use it. i do not hire cars or and have never need to produce it for the police. i am very disorganised and rather busy.no excuse but it was getting some of my affairs in order hence applying for a duplicate.i will find out on friday what dvla have found out.and as for getting a job as a bus driver? no thanks. i am semi retired and just chilling out.

the guy that stole it wouldnt need to send in a photo to get provisional d1 unless you didnt already have a photocoard drivers licence.. if you didnt have a photocard licence then he would have had to have his photo authenticated by a professional (policeman, judge, teacher etc)...

curiouser and curiouser.

the lady i spoke to at dvla said that he would need to submit a photo together with his medical.apparently dvla will have a copy of this to compare to my recently submitted photo.does that make sense?hope so

Translation:

They will not admit that they cocked up as they would have to fire the person responsible, which means they'll get dragged through an unfair dismissal tribunal by the incompetent workshy waste of space desperately clinging onto a job they shouldn't have been given in the first place but they had to be hired in order to meet government targets.

To wit: Owning up just wouldn't look good, let's pretend it never happened, eh?

Reminds me of a joke- "someone stole my credit card last year - I haven't reported it because they are spending less money then my wife does!".

Hardly a major league criminal living life in the fastlane if all he has done is jump a rd light and apply for a bus license.

Joking aside I hope you get it sorted.

Exactly!

Funnily enough when my stolen licence was used for someone elses points when they nominated me as a driver when I rang up and explained the situation I was told that despite them having on record the licence was stolen before the nomination and offence, that she could not say for certain I was telling the truth.

In response I asked her that if this is the case then there would be no problem in me asking for the address for the man whos car I have been convicted of driving, and for some reason she did not think she was allowed to tell me!?

Ass-covering, ass-covering and some hypothetical red-tape which ultimately means more ass-covering...

That sounds more like it - if someone had handed in your lost licence to be endorsed with the fixed penalty then it would have been posted back to you!
