Fly by wire throttle actuator buzzing and clicking

Tonight a buzzing and clicking noise (like a relay switching on and off) has started to come from the throttle body butterfly actuator.
Had a quick search on cliosport but they seem to think it's normal, though they people may be getting confused with the sound of the fuel pump priming, some threads seemed to be at cross purposes (and this definately isn't the fuel pump).
Can anyone shed any light on how these fly-by-wire throttles work and problems with the actuator on the throttle body??
