Fan Belt Noise

I have a 96 4.0 Chimaera with the serpentine engine. Hence the fan belt is of the multi grooved wide type driving the alternator and PAS drive pump. When the car is cold and when also parking, low speed heavy steering lock the belt / PAS pump is noisey. I suspect the belt needs to be replaced or adjusting. I know where the adjustment pulley is but does anyone know how what tension it should be and how to measure it. I could just tweak it a bit but don't want to screw the alternator / PAS pump bearings. Should I replace the belt in anycase.
