Well phpBB is free so its just a case of plugging in it, it shouldnt take someone familiar with web stuff more than 10 minutes.

No development required as such.

If you get scared with PHP (I do) go for www.yetanotherforum.net , uses MS SQL Server Express & ASP.NET v2.0 and is easy peasy. I have 2 industry related ones working with problems. Took 1/2 a day to sort out all in all.

We did a very basic forum for a client http://www.cherishedregistrations.net only going since May and already got over 2000 members. We could do a basic site / forum / submission for around £400 all in. PM me if you want some more info. http://www.geminiwebsitedesign.co.uk

I'd like to clarify that this was tongue-in-cheek but given that some of your quotes were not far away, I realise I now should have added a zero to make it a bit more obvious!

Hope you get the cheap solution it should entail!
