Alloy wheel finish - what's normal???

My 'new' S3 has a set of four 'standard' 8-spoke (Oz?) alloys. One seems to be lacquered, and the lacquer is disbonding and going milky in the hub region. The other three seem to be bare alloy on the shiny bits (but coated on the black bits), and are easily cleaned up with a bit of Autosol. How can I remove the lacquer from the lacquered one to match the others? Is it simply a Nitromors job, or does it need machining?
