Interesting ANPR/Talivan in Merseyside?!

I was coming home down the M53 today overtaking a rover in the outside line, as i pulled back in i noticed infront a DVLA labed van, with 2 cameras on the roof pointing at the lanes either side of it, but it also was bearing the speed camera symbol on the back door. I was wondering if anyone has seen these before and knows whether its a moving talivan or simply an ANPR van?

I live in Wallasey, where abouts on the M53 was this.

Ok the wonderful source of speedcam.co.uk informs me this is ANPR
