Just had a call from my brother who received a nip on 23rd of August for an offence comitted on the 9th of July. The date on the paperwork that comes with the nip is dated the 22nd of August but does state the offence was the 9th of July.
I thought he had to receive this within 14 days of the offence. Can anyone advise?

They have to serve the NIP within 14 days to the registered keeper.
In simple terms serve effectively means send to arrive at the registered keepers address within the time frame. They have to show that it was sent in line with that. If they cant show that no case to answer. If they can you have to prove you didn't receive it.
