Rubbing wheels? + Bubbling wheelarch!

Hello all!
Couple of things noticed on the MX5 over the weekend:
a) some sort of rubbing noise coming from the wheels when driving, sounds like something is up against the tyre as it goes round....can't work out what it is as I can't see anything obvious;
b) some paint bubbling at the bottom of the wheelarch where it meets the sill/door bottom - is this bad news and how can I keep it from getting very bad very quickly?
