Yes - unless its a Truvelo in which case you "might" not see the flash

Though Gatso's are more than capable of taking daylight pictures without the flash but I don't think they are type approved for it. Hence they rely on retro-reflective number plates, being refelctive. The film based ones also use a partial infra-red sensitive film for this very reason.
