In all seriousness - its probably just because they cant hit a stable code release and have a lot of work to do, therefore pushing it back 6 months to cover resolving issues and fully testing.
Just think it plain wasn't ready, personally as much as it pains me to wait, I'd rather wait another 6 months for it and have loads more features and a more polished experience than just have it shipped out with a load of things cut out.
To play devil's advocate it could also be due to the fact they were reportedly having problems fitting it all onto a 360 DVD and really wanted to stream stuff off the hard drive, which MS wouldn't let them because of that stupid core system they insisted on releasing.

Have to agree, the more realistic answer is they both versions are not ready.
Conspiracy theories aside, this is the first GT game to be developed on two platforms at once and RockStar North are a smallish team.
Then both platforms are new architectures and wildly different from one another. On top of that both seem to be providing a couple of extra hurdles for the devs.

i thought i had read on a forum elsewhere that it is a problem on the PS3 version and not the XBOX360 but contractually they can not launch on one console fist but need to sort problems and launch on both formats at the same time,
i can wait, as long as it is worth the wait and i expect it will be.

Good team of artists up there though, so I know it'll look very nice and worth waiting for
