If the mileage is right, service history, old mot's etc, the price isn't far out, perhaps a bid of £13k (1/2 price for being on the register)
I'd be inclined to take it to a local specialist/body shop to make sure the chassis's straight.
That said, it's a TVR, and the chassis will need replacing one day anyhow.

A Cat C that has been properly repaired can be fine. What sets my alarm bells ringing is his story. He bought it 2 years ago, and had it " extensively checked by the TVR centre in London" and they didn't discover it was a Cat C ?? In which case did he pay full book price for it? If he did it must have been £30k easily, yet now after he "only found out a few days ago" that it's a Cat c he's quite happily letting it go for £15k.
Get it thouroughly checked and it could be a bargain, even if the seller's middle name is Pinnochio !

I can see the temptation, and proce seems about fair.
If you could persuade the owner to loan you the car for a couple of days (insured) you could get to know the car better.

That car has been knocking about for sale for quite a while now, was up on Autotrader at least 3-4 months ago with the same story.
Maybe it's just the Cat C issue that's putting people off, but I always get wary when there's something that looks like a good deal that nobody is touching. Too good to be true perchance?
FWIW, my money would be going on an older 4.5 from a PHer I think. There's enough decent cars about at similar money that would make me veer away from a potential money pit...
