How were you caught? Speed camera?

Assuming that you were not stopped by the police at the side of the road and that it was a camera offence and that no accident happened that you were aware of and that it is your car - i.e. it is not difficult to find out that you were the driver - because you are the registered keeper of it (eg, not a hire car, company car, loan car etc)

Then the police are out of time and cannot proceed with the prosection and you are in the clear because the notice is dated after 14 days of commission of the offence and could not therefore possibly have been served on you by post within 14 days.

your best bet would be writing a wel worded letter to the force in question highlighting the area, traffic levels, state of road conditions etc and as long as in the past answer you were easy enough to track down through normal DVLA enquiries it might be worth mentioning the time in which the letter arrived over and above the NIP requirements...unless it was sent with in 14 days in which case they might argue it...however its worth a try and at worse you have to bite the bullet and pay it!
