NIP 7 weeks after offence

A colleague has just received a NIP some seven weeks after the offence.

He drives a company car, which is leased through a leasing company.

2 weeks ago the leasing company chased up our pesonnel department to advise they had received the NIP and returned it saying my colleague was the driver of the vehicle.

Where can we go from here?

I think the only option is not to sign it.

With company cars the rules for getting NIP's to the owner doesn't count. (I think)

Who gives a toss anyway. Just send it back unsigned.
I've done that with mine. It's a bit like saying "ya boo plod, it was me, but i'm over the county line, so tough poo!"
