Can anyone tell me where this should be please?

Where should this be or is it meant to be loose at one end? The first picture shows the loose end and the second picture shows where it is coming from.

Is it safe to drive the car?

Clutch bleed nipple.Its ok.

It`s the clutch bleed pipe.
It`s usually tie wrapped to the heater hose you see just next to the bleed pipe on the bulk head mate.
