1. Depends on the cars use. If its your everyday tool, yes probably. If its a toy, probably not.
2. Yes, but look at around 2K for installation.
If you are in two minds about a-con, read some of the posts on here about the problems peolpe are having getting it working well. Not a high % maybe, but a fairly consistant theme.
If it were me, and I was looking for an everyday TVR to do reasonable miles, I probably would opt for a-con. I would not pay a premium however for the facility and if a nice car came up without, I would be tempted to buy it and see how I managed. Windows down works well in cooling the car 95% of the time IMHO.

I think it is needed - esp if the roof doesn't come off. Remember, it also clears a misted up screen in the wet - summer or winter. It was an expensive option new so you can see why many Tamoras don't have it. Another thing is that getting it will help resale.
BTW, it will cost close to the £2k option price to get it retrofitted, if all the parts are readily available.
If you try a car with aircon, it should be chilly - don't pay for it unless its working. Mine is, after over 3 years never having been serviced/fiddled with. So it can work. But like John says, some have had problems.

For what its worth, I went without.
I looked for the car I wanted with a/c but no luck. Price probably cheaper without and it would NOT be highest priority. Use/service history and perhaps colour combo would come higher if I was buying again. Some (minority?) systems don't work (see this forum), others are fine until the car is stationary ... well, so is mine. If kept in a garage misting etc. shouldn't be a problem, anyway. Its just one less thing to go wrong/pay for. Daftlad's advice is right. If you plan to use it everyday and/or live in a big city and/or in the south then yes, it is more important. If you plan to use it 6k a year when it suits you, I wouldn't worry about. Put the window down!

you may limit your market should you need to resell without aircon...
they can get very hot inside, and it wuld put a lot of buyers off - me included.
the a/c can work very well.
Looking at the adds, Most seem to have it....
So potentialy, if you can live without it. you could get the car at a discount. ie the seller will have to drop the price to shift it.

If its the Blue Tam with the Red Rose convrsion -
I drove that one and was not impressed with the front brakes vibrating. Maybee fixed now.
I also thought I could do better for the price and proved myself right.
Car was last serviced at Prestige Performance Cars in Melton - thay should be able to tell you more. Ask for Paul.
