I have a citation for a court hearing claiming I was speeding and it goes to district court as I have a foreign licence. They are asking for a plea of guilty or not guilty on the forms to be returned but have provided no evidence in the form of photos or whatsoever.

Is this legal correct as how can they seek a plea when they have produced no evidence to myself and I don't know the stretch of road they refer to so don't know where it is supposed to have occured or am able to confirm that I was doing the speed of 75 in a 60 zone that they claim ?

I am also obliged to attend the court hearing ?

You don't get an offer of a fixed penalty, which could be dealt with by post, because you have a foreign licence.

Instead you get a summons to court.

You can plead not guilty, then you get the evidence. Then you can decide to change your plea to guilty or stick with not guilty. I'm not sure that even if you plead guilty you still have to go to court.

DVD will be along in a minute with the right answer I hope.

I assume you have a Dutch license by the sound of your name, so I just hope you have not been driving here for more then 1 year on that license ...

Glasshopper BE, you have the wisdom of the orient.

No UK Licence no Conditional Offer/FPN.
Court only.
Write back stating plea of Not Guilty and ask for disclosure of all evidence.
Depending on what you get you can then change you plea anytime up to the reading of the charge at Court, or
Fight it by marshalling your evidence and go ahead with a NG.
You will of course have to attend.
