This afternoon I spotted a chav wagon (bright orange Fiat Punto with added downforce 
) being driven around the white rose shopping centre in Leeds. A common occurance you may think, but this didnt have any front bumper and only an offside headlamp as the other lights were'nt on it at all
Is that legal? Or am I being picky?

You're right to be concerned, the colour is an offence & aggravated by the added downforce. Would probably just warn for the rest.
