I am looking into buying a wii as a gift for christmas, and i have come across some brand new ones with lots of games at a knocked down price.
,but it says that the menu is in chinese, is this a big problem or is it just the pause menu or something?

No idea, got any links? Could be that they are Chinese Wii consoles with those dubious massive amounts of games loaded on, or are English consoles with dubious massive amounts of games loaded on.

If they are Chinese consoles then you won't be able to play English games on them.

They say they play any types of games.

And yes i think the games are loaded on is that a bad thing?

Sounds like a chipped (or modified) console to me, they will have put in a bigger hard drive which will allow you to do all sorts with it, including probably ripping games directly from the discs to the hard drive and downloading games from the net and transferring them to the console via SD memory cards.

Downsides are that it isn't legal to copy games in this way (unless you pay for the originals too) and if anything goes wrong with the console I doubt you'll have any comeback on it, Nintendo won't touch it as it's been modified, you'd need to see what sort of guarantee the seller can offer.

No, they were rumoured to be early on, but they aren't. Might be the odd region-free game out there, but none that I know of. Otherwise I'd import Manhunt 2 and see what all the fuss is about.
