How did this guy manage to get the charge of PCJ dropped and so avoid jail time,? on the same page in the MEN a student got 3 months for trying to get out of a speeding charge.

One never knows the minds of CPS but under the circustances
but the evidence for fraudulent use under S44 VERA almost mirrors that of PCJ which I understand is straight to Crown Court.

S 44. can be done and dealt with at Mags Court who can fine up to the max 0f £5,000 which may be why they went ahead on S44.

(Appreciate that S44 can be referred to CC for a higher sentence - 2 years imp, fine or both.)

I would suggest it's because his use of the plates was used more in a "passive" manner, rather than actively trying to get out of something, as the student example.
But he went through a speed trap on June 22 2006 (according to the MEN) showing the false plate, surely that is an intention to deceive.

I wonder why the security guards at the Trafford Centre were so interested in the car that they noticed the plates.

They use ANPR at the Trafford Centre, as they do on many car parks that atract large volumes of cars.
