Ok, my car gets gatsoed doing 40mph in a 30mph, nothing too major. As the registered owner I receive a NIP for the offence where I am not visible in any photograghs. I give the name of the driver as my cousin (who does have a license)who lives in Switzerland. He came into the country as foot passengers on a Ferry so I/he cannot prove his travel. He assured me he was insured to drive my car on his car insurance, I believed him.

What happens next?

You simply make the statement, include cousins name address and telephone number. In my expereience they will not attempt any kind of contact just threaten you with having to provide proof of dates/times/flight numbers in and out of the country.

You have fulfilled your legal obligation under S172 RTA 1988 ( or S21 RTA 1991 , but they always quote the former ) and its up to them to prove otherwise.
