Some time ago there was some discussion on the legality of parking fines as there appeared to be a law somewhere that stated that a fine cannot be levied without the order of a court. Does anyone know if this was an ancient UK law or European legislation?

I'm hoping it is European as I'm about to take on the Hungarian Government.....

Claimed under the UK bill of rights so won't help you in Hungary. From memory it was dismissed by the house of lords

Fair enough, that means I've only got three breaches of European legislation on them......

it has always been a basic right under English Law to have the right to a trial by Jury, consisting of 12 good Men and true!, its the very basis of English Common Law that goes back about 800 Years, dont let anyone tell you otherwise

And when do you see anyone judged by 12 good men/women for a summary only offence ?

So that'll be another example of the erosion of hard won rights. Great.
