Stephan Ratel would get my vote.
He has struggled every year to keep the FIA GT championship going often with the FIA itself being the biggest enemy due to GT racings rivaling popularity.
The fact that he has kept the series going through adversity proves he has what it takes to take over F1. He certainly never favoured any manufacturer and always sought to get concensus on the rules despite having to juggle 3 or more classes.
Thinking about possible replacements is not easy as every race series has its faults.

There i was thinking of David Richards, Stephan Rattel, et al but seeing you post i think that you are right. They would have to have a good team of advisors though as they would need to be versed in some of the internal politics which can make what would seem on the face of it a reasoned argument fall apart the second you know some of the background. Who though.
