The only thing I can think of is that Luca has a pile of dirt on Max the likes of which the world has never seen and, whenever he needs a 'favour', just dangles it under Mosley's nose.
Judging by the article on itv-f1 today in which he says that Hamilton will have a negative effect on the sport and isn't that special, I'd say that it's more his own arrogance that's the problem than anything else.
If Ferrari get special treatment I would wager that it's because of Mosley's preference for them rather than a general FIA bias. If I were Ferrari I certainly wouldn't be saying 'no thankyou', but it must irk the other teams.
Hamilton has produced a performance to speak for itself, not flawless, but certainly remarkable. Comparisons with the schumacher dominance aren't really founded when you have a championship that finishes with 3 title contenders split by a single point. Schmacher rarely had such competition and I believe it was the lack of competition rather than his frequent wins that became boring for the average tv viewer.
