What is that black box?

Approaching a telegraph pole a couple of days ago and my radar detector starting going mental. I looked around for the source and the only thing unusual I could see was a black, rectangular box, approx 50cm x 25cm strapped to the telegraph pole. No gatsos or traffic lights around. This now happens every time I pass the telegraph pole. Any body have a clue what this thing might be?
Like all black boxes it collects data. At a guess its measuring one of the following 2 things:
average speed of vehicles (would need two strips I believe)
volume of traffic throughout day
normally a precursor to some sort of traffic calming measure, safety initiative or speed trap - probably calculating how much can be made from that stretch of road no doubt. Just a guess from what i have picked up whilst on the road and this forum. Am sure someone will be along shortly with the model number manufacturer etc

It sounds like the boxes they have on those flashing slow down signs. The temp signs fold down when not in use, but I have passed a few that still omit K band.
Never seen one attached to a lamp post but I have seen one attached to a permanent sign, looks like a motorway information sign thingy.
