From my understanding, the range of the t-pots on a 4.2 are from 15 with the idle backed all the way out (18 - 19 at the correct idle) up to around 94 or 95.

Using the throttle linkage in the engine bay, this is the case. Using the loud pedal I get a max of 86 on the t-pots. I'm i missing 10% of my potentially available throttle and is the cable adjustable?

Yes its adjustable. There is a throttle stop on the pedal box in the footwell.

This may need adjusting to allow more pedal travel. But don't over do it. The stop is there to avoid stretching or snapping the cable after the throttle reaches the stop on the near side bank.
