As far as I am aware, no, he should not expect to get one from a Gatso.

My motorcycle has no plate on the front (of course).
I always accelerate hard into scamera's on my off side.
Might use up a shot and save a taxpayers ability to pay tax...
They go off more often than you'd think. Ironically one of the few times I exceed 30 or 40 limits.

According to the UK Speedtrap guide Gatos can do forward or rear facing operation, but have to be told which to do by a little switch inside.
This is because of the way radar at an angle works - a car going towards it will give a different signature (and hence speed) than a car going the other way.
AFAIK Gatso's are only type approved for photographing the rear (danger of blinding driver - hence Truevelo et. all use IR flash), but even if they were approved for both ways, they have to be set otherwise the evidence is inadmissable.
Hence you are fine.
