Yep would appear to be the way to go over powder coating...when I had the body -off my car the local powder coating company said "do not go for powder coating!"

So shot blast - refabricate - Zinc Coat - primer -POR15 - hammerite - waxoil in areas you can't get to...

All the proprietry multi layer coat ideas on this forum are only as good as the first bit of prep.

The best and most durable finish is

Blast
Immediately etch prime with zinc phosphate
powder coat OR Spray with Epoxy rich paint

Proper powder coating by a reputable company to a defined spec is much better than the factory original coating, which lets face it has still lasted 15 years on most of our cars

The key is to find a proper metal cleaning company that blasts, etches and powder coats under the one roof and make sure you see examples of the work.

Properly applied electrostatic powder coating is 10 times better than anything brush applied or sprayed on with a damp compressor.
