Scamera Van in Aylesbury

Be warned this is the second time i've seen this van in Aylesbury. Parked on the giratory (Spelling?) system (Near the police station) overlooking the six lanes that run too and from town centre.
The first time it was parked up behind a hedge with the camera poking out of the top and this time it was parked in front on the bush.
The thing I know its only a 30mph zone but it was getting people going down the hill on a sunday afternoon FFS. In ideal conditions (Sunshine and dry tarmac).
I thought these cameras were only supposed to be used in blackspots? The only accident I can remember there was when a drunk driver hit the traffic lights there a couple of years ago right where the van was marked not on the six lanes coming too and from town.
