Blower fan intermittant on Maxda 3? Replacing PJB?

As the title says, I have been told by my local Mazda garage that I may have to have my PJB replaced to fix an intermittant problem with my blower fan.
The problem is that the blower fan does not come on when starting from cold until the car has been running for 5-10 minutes.
If the weather is very cold/frosty/icy then it will take a much longer period of time, if at all!
It sounds like it is a iffy connection which starts working once warmed up - the garage have said that it may have got damp!
Has anybody heard of this problem before?
Is it worth getting an electrical specialist (Jap cars/Mazda specialist?) to look at it rather than just replacing the whole PJB?
Does anybody know of any such specialist in the Thames Valley /South Coast area?
