Meguiars now make a 220V dual action polisher, which is very similar to the 110v US manufactured Portercable polisher.
PC's do a pretty good job and with the right pads and polishes / waxes and application will remove most surface swirlmarks and light blemishes or clearcoat scratches.
However to get a really serious finish you need to look at rotary polishers, but these do require a lot more practice, but when mastered are wonderful.
