Non return of NIP

Has anyone not returned a NIP and what happened. I have been told that some forces have not got the resources to chase non returned NIP's any advice?

Before the "no sign" thing came out I returned 2, one was in my name one in Mrs Mel's and they were both filled out saying yes I was the driver and our respective other half was also the driver with a foot note saying "I have filled this out to the best of my ability as I could have been either one of the two drivers named" I got sent another NIP and a note saying pictures were avaliable to be viewed blah blah and please please fill out the attached NIP. I thought bollox, the law says I have to fill out a NIP, I have done that as best I can I'm buggered if I'm filling out another one and threw it in the bin. That was last November and we've never heard a thing since, either I'll get a court date soon or they've binned it to.
