Surrey CC and disappearing NSL

Is Surrey CC working on a campaign to eliminate all NSLs on roads within the county? Travelling west from Kent on the A25 there is a stretch of NSL from Westerham towards Limpsfield, then the next NSL is between Shere and Guildford. The A217 north from Reigate Hill is all 40s, and its a major dual carriageway in and out of London. There are vast swathes of 40s on minor lanes miles from anywhere. You can't tell me they all have a serious accident history.
Such widespread use of inappropriate limits just causes resentment and makes law breakers out of normally law abiding citizens. Thank goodness I don't live in Surrey.

Got 3 points on the A417. No reason for it to be a 40/30 at all.

Yes, pathetic - most previous NSLs in Surrey were perfectly OK. Now that they're virtually all 40 (some now 30!!!), they're all ignored by (must be) at least 90% plus of drivers.
Surrey seem intent on creating congestion generally - every scheme they introduce to "improve" a road or junction results in more congestion.

The road marking around the Shepherd and Flock circulatory system (big roundabout with a pub - the Shepherd and Flock - and some dwellings in the middle) seems designed to cause late lane changing at the exit to the A31 Guildford and confusion for drivers coming from Guildford heading for anything other than the A31 Alton.
The recent work at Hinkley's Corner has resulted in a 50 limit on the A31 that is not posted as such at the North/South crossing road (Station Hill), a yellow box junction across the West-bound carridgeway only that cannot easily be seen by traffic travelling North-South (resulting in vehicles being stranded in the middle of the dual carriageway. And finally, a recent death there was cited as one reason for the work ... but the works done have not changed the circumstances that led to the death (pedestrian crossing against ped-lights, head down looking at cell-phone and hit by a car doing 40-45mph).
But to give the planners their due they did extend the West-bound filter lane and fit a filter light ... but they didn't (couldn't?) integrate it with the rail crossing lights, so it doesn't help that much.
Other works around Farnham include hatching out the slowing down 'cut-ins' (can't remember what they're called) which forces traffic to brake before turning square left ... that's got to be more dangerous! Also the reduction of a stretch of the A31 from two to one lane at a turning across the central reservation appears more dangerous than the previous arrangements (which admittedly had resulted in some accidents).
