Can a 17 year old be insured on a Quad Bike?

Not for me but a friend who is toying with the idea. Have tried googling it but cant see anything. I was sure you could at 17 but if a quote is tried it just comes back asking to call.

ETA: Also wondering can a pillion be carried?

can't see why not. he can drive at 17 so no differece on a quad. as long as he's got a licence.

But why when he can get a bike or a car??
