Voltages for door/window ecu

Hi,
I am back to checking my door window wiring before hooking up a new ECU (these things are very rare now) and would like to ask for general advice.
I haven't checked all connections yet (it's getting too dark) but most readings have been smack on (either 0.00 or 12.00 volts) where expected (battery and earth) - except one. I think it is the interior lamp wire (it is the centre one in the block that goes above the longer connector or for those with a wiring diagram B1 on J47...I think). This reads a constant 10.3 volts. Any ideas why or is this correct?
